Climate adaptation finance is expanding rapidly, yet its allocation frequently diverges from where vulnerability is most acute. We analyse adaptation funding flows across thirty countries to assess the alignment between allocation criteria and measured exposure and adaptive capacity. The analysis reveals systematic distributional gaps and motivates the adoption of transparent, needs-based frameworks for the equitable allocation of international climate funds.
